Cook rice: Prepare rice until slightly undercooked; it will absorb flavors while baking.
Make sauce: In a bowl, combine cream of chicken soup, sour cream, mayonnaise, garlic powder, onion powder, paprika, and 1 cup cheddar cheese. Stir until smooth.
Layer base: Spread rice evenly on the bottom of the baking dish. Top with broccoli and chicken.
Add sauce: Pour creamy mixture over the chicken, broccoli, and rice. Spread evenly.
Cheese topping: Sprinkle remaining cheddar and Parmesan over the top.
Breadcrumb topping: Mix breadcrumbs with melted butter, then scatter evenly over the casserole.
Bake: Bake uncovered for 25–30 minutes, until bubbly and golden brown.
