Preheat your oven to 350°F (175°C) and line an 8×8 pan with parchment paper.
In a bowl, mix flour, powdered sugar, and salt. Cut in the cold butter until crumbly.
Press the crust mixture firmly into the pan and bake for 15 minutes, until lightly golden.
While the crust bakes, whisk eggs and granulated sugar until smooth and pale.
Add lemon juice, lemon zest, flour, and baking powder. Whisk until fully combined.
Pour the lemon filling over the warm crust.
Return to the oven and bake for 20 minutes, until the center is just set.
Let cool completely, then chill for at least 1 hour before slicing.
Dust generously with powdered sugar before serving.
